Abstract:
This paper presents a comprehensive service-level assessment of bicycle infrastructure on five major urban road segments in Jaipur, Rajasthan, using the Bicycle Compatibility Index (BCI) and Bicycle Level of Service (BLOS) framework. A structured perception survey of 50 respondents per road segment covering 23 parameters across five domain groups was administered on Tonk Road, JLN Marg, Ajmer Road, MI Road (Sansar Chandra Road), and the Jawahar Circle-Sitapura Road. The BCI is calculated using the inverse variance weighting methodology, yielding BLOS scores that range from 2.21 (LOS B - Good) on the Jawahar-Sitapura suburban corridor to 4.31 (LOS E - Very Poor) on Ajmer Road. Three of five roads fall in the LOS D-E range, confirming systemic inadequacy of cycling conditions across Jaipur's road network. Transit area integration is uniformly near-zero across all roads, representing the single most critical city-wide infrastructure gap. Night lighting, road width, and heavy vehicle comfort emerge as the primary differentiating BLOS parameters. The study provides evidence-based, road-specific recommendations for infrastructure improvement and a prioritised investment framework for Jaipur's cycle network development.
