Abstract:
This paper shares the results of a structured primary survey of financial literacy among women on five key areas of financial literacy: Money Management & Budgeting, Saving & Investment, Debt & Credit Management, Risk & Insurance, and Financial Planning & Goal Setting. Items on the survey are self-assessment items using a Likert scale, objective financial knowledge items and situational judgement multiple choice items. The study was conducted with women respondents randomly selected from different areas across Delhi NCR in January-February 2025, and computed literacy dimension scores, composite scores, and cross-tabulated with age, educational qualification and income level. This paper proposes a specific study on the impact of the three government initiatives to promote financial literacy and government saving schemes - Nai Roshni Programme, SIDBI financial literacy & women's empowerment projects, Mahila Samman Savings Certificate - on financial awareness and behavior of the respondents. This result demonstrates that there was a measurable difference in the scores of programme-exposed respondents in relation to saving, investing and planning dimensions, especially at the lower income and lower education bands. Financial confidence is low, and the fact that financial decision-making is delegated to male family members is still the primary obstacle. Government, financial institutions and civil society are supported with evidence-based policy recommendations.
